Lance is an Arkansas native, born and raised in the capital city. He attended Hendrix College and founded and operated several companies in Arkansas before joining Bi-Partisan Strategies in 2018. Early in his career, Lance was a nationally recognized professional photographer. He has successfully leveraged his 30+ years of entrepreneurship into deep relationships throughout the state in both the public and private sectors. Lance has a long record of service on multiple nonprofit and industry association boards and has served in a variety of leadership roles, including board president and committee chair. His board service spans charitable, civic, and professional organizations, reflecting a deep commitment to his community and state. Most notably, Lance has been involved in the ministry of YoungLife for over 40 years. Lance & Danielle live in Little Rock and have five beautiful daughters.

Cale Turner is a licensed CPA who spent two decades in public practice. This background provides Cale with a unique perspective on the financing and budgeting needs of our clients. In addition, during his time in practice, Cale developed specialized expertise in the area of campaign reporting compliance at both the federal and state levels. Utilizing that knowledge has allowed him to establish deep connections to the political landscapes in Arkansas, including serving as Treasurer for the Sarah Huckabee Sanders Gubernatorial Campaign, Mike Huckabee Presidential Campaigns, French Hill Congressional Campaigns and Speaker Matthew Shepherd’s Leadership PAC, as well as numerous state legislative campaigns. Speaker Jeremy Gilliam appointed Cale to serve on the Arkansas State Board of Finance in 2016, a position to which he was reappointed twice by Speaker Matthew Shepherd. Cale grew up in Arkadelphia and attended college at Ouachita Baptist University. He now resides in Little Rock with his wife Megan (herself a CPA serving as CFO for the Sanders campaign) and his daughter Jarrett.

Marvin Parks

Founding Partner Emeritus

Marvin Parks is a senior advisor and founding partner at Bi-Partisan Strategies. Marvin transitioned out of day-to-day operations in January 2026.  In the early 2000s, Marvin was the Republican Minority Leader in the Arkansas House of Representatives. During his time in the House, he built a reputation as one of Arkansas’ top lawmakers. After term limiting, Marvin transitioned into government affairs consulting. In 2010, he co-founded Bi-Partisan Strategies with Leo Hauser. Drawing on decades of experience in public service and health care advocacy; he now focuses on high-level strategic guidance. Married for 40 years, he and his wife Kristi have 8 children and over 20 grandchildren and counting.
